The WTTA is more than a checklist
Since 1 January 2025, WTTA module inspections have been carried out at Dutch staffing and secondment agencies. In practice, plenty of shortcomings are being identified — particularly in the three areas where the law looks most strictly: the employment contract, time tracking, and obtaining correct data from the client.

Time tracking. Start and end times need to be accounted for, even for employees on a fixed contractual working time. Anyone working without a registration tool gets caught out by even the most basic audit questions.
Data requests to the client. This is perhaps the biggest bottleneck in practice: the law asks for information that only the client can confirm, while clients themselves are busy running their own business. The more you ask of the client, the higher the risk of putting the relationship under strain.
On all three fronts, the same thing applies: without automated, verifiable processes, compliance comes down to manual work — and people make mistakes.
